Compliance requirements

The bidder must confirm that neither the company nor its managers, representatives or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud or other listed grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning where allowed. Qualification criteria and exclusion grounds
The bidder must meet the qualification and compliance requirements set out in the tender documents. The main requirements visible in the notice are: the company’s total annual turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 120,000; the bidder must have completed at least one similar design contract in the 36 months before publication of the notice; and the team must include a project manager and an architect with the required professional qualifications and experience. The project manager must be a certified civil engineer level 7 or equivalent, specialising in building construction and/or building design management, or a certified architect level 7 or equivalent, and must have led at least one similar design contract as the main contractor’s project manager within the last 36 months. The architect must be a certified architect level 7 or equivalent and must have experience as architect on at least one building or building complex over 600 m2 of net internal area at basic design stage or with building permit/acceptance by the client. If the specialist’s qualification was issued outside Estonia, copies of the relevant qualification document and, if requested during contract performance, an Estonian authority’s document confirming equivalence must be provided. Joint bidders must submit a power of attorney for the authorised representative and state the share and nature of each party’s part of the contract. The bid must be submitted electronically in Estonian, and the bidder must confirm acceptance of all tender document conditions and the anti-corruption declaration.
