The bidder must be registered in the business register of its country of establishment. For the Estonian business register, the contracting authority checks this itself. Financial requirement: the bidder’s average annual net turnover in construction works for public water supply and sewerage facilities, calculated over the last three completed financial years before the deadline for submitting bids, must be at least EUR 500,000 per year. Form 4 must be completed for turnover. Technical and professional requirement: within the 36 months preceding the start of the procurement, the bidder must have carried out and completed at least one project for the construction of public water supply and sewerage pipelines, including at least 1 km of such pipelines within that project. The bidder must provide a short description of the contracts, the performance period, details of the other contracting party, contact details of the client’s representative, and, in the case of a public procurement, the reference numbers. On the contracting authority’s request, evidence of proper performance must be submitted. If the bidder relies on the capacities of other entities, those entities must also submit a tenderer’s ESPD, and they must not have any exclusion grounds.
