Compliance requirements
The bidder must confirm that neither it nor its management or supervisory body members, procurists or other authorised representatives have been convicted within the last five years for participation in a criminal organisation, corruption, fraud and the other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. If necessary, the bidder must also provide the names and personal identification codes of authorised persons, or confirm that no such persons exist. Participation by economic operators established in the Russian Federation or the Republic of Belarus is not allowed.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last three financial years must be at least EUR 100,000. The contracting authority may request an extract from the last three approved annual accounts or other proof of turnover. To demonstrate technical experience, the bidder must have completed at least one properly performed contract for repair works on facilities and emergency water and sewerage works, or an equivalent contract, with a value of at least EUR 70,000 excluding VAT, completed within the 36 months preceding the start of the procurement. The bidder must provide a short description of the contract, its value, performance period, contracting party details and, where applicable, the reference number. For service delivery, the bidder must involve, as needed, a sanitary technician, locksmith, electrician or carpenter. The tender must comply with the procurement documents, be unconditional, and the price must be submitted in the required structure. Where relevant, an equivalence explanation and supporting evidence must be included, and in the case of a joint tender, a power of attorney is required.
