Compliance requirements
The tender documents include mandatory exclusion grounds. A bidder must confirm that neither the company nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the company, have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or that any exclusion period has expired. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The average annual turnover in the relevant field over the last three completed financial years must be at least EUR 60,000. If the bidder is not an Estonian company, it must submit extracts from its 2023–2025 annual accounts showing that turnover. If the bidder relies on the resources of another company, it must also submit an ESPD for that company, and liability for performance of that part of the contract is joint and several. To demonstrate technical capability, the bidder must have performed at least 2 vehicle leasing contracts for business customers in the 36 months preceding the start of the procurement, each with a duration of at least 12 months. These must be vehicle leasing contracts for business customers. For the bid, the bidder must confirm that the vehicle is sourced from a company that also performs maintenance, warranty and repair work, and that it has sufficient technical capacity in Harju County and a brand-specific maintenance and repair network. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bidder must also provide the vehicle name, type, make, descriptions, functional characteristics, technical data and relevant information materials. The bid must comply with all tender document requirements, and conditional bids are not allowed.
