Compliance requirements

The bidder must confirm that neither it nor the members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or offences related to the commission of a terrorist act or terrorist activity. The ESPD also contains other standard exclusion grounds, and where applicable the bidder must provide explanations, evidence of self-cleaning and references to electronically available proof. If any ground applies, the tender documents must be checked to see whether remediation is allowed.

Qualification criteria and exclusion grounds

The tender must comply with all conditions set out in the procurement documents, and conditional tenders are not allowed. The bidder must attach the insurer’s general terms and conditions, information sheet or another relevant document. The bidder must complete form ‘309198_MTA kindlustatavad sõidukid 2026-2027’ by entering the 1-month traffic and comprehensive insurance prices for all vehicles listed in the table and the 12-month total price. If the price entered in the register differs from the total price in the form, the prices in the form will prevail. If the tender is submitted by a branch, the parent company’s ESPD must also be provided. For contract performance, only subcontractors and suppliers established in Estonia, another EU Member State, another EEA Agreement State or a country party to the WTO Government Procurement Agreement may be used. In a joint tender, a power of attorney from the joint bidders must be attached. The machine-readable notice did not include precise qualification requirements; they must be checked in the tender documents.
