Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption and other listed offences. The bidder may need to provide details of convictions, dates, reasons, persons concerned, exclusion periods and self-cleaning measures, if applicable. The bidder must also confirm that it has not used subcontractors or suppliers exceeding 10% of the contract value who are Russian nationals, residents, or entities established in the Russian Federation, or entities owned or controlled by them, and that the bidder itself is not established in the Russian Federation or Belarus. The bidder must provide the names and personal identification numbers of persons representing or controlling the company if they are not visible in the public register, or confirm that no such persons exist. Qualification criteria and exclusion grounds
The bidder must have completed at least 2 design contracts for urban street design in the 36 months before the start of the procurement. In both contracts, the designed street length must have been at least 300 metres, including carriageway, utility networks and street lighting. The person responsible for managing the design work must hold at least the qualification of a certified road engineer or an equivalent EQF qualification at level 7 or higher, in the field of design management. The person responsible for the design work must also hold at least the qualification of a certified road engineer or an equivalent EQF qualification at level 7 or higher, in the field of road construction design. The person responsible for water and sewerage design work must have previous experience in designing sewer pipelines with an internal diameter of at least 1000 mm, including at least one construction design for a pipeline of at least 100 metres within the last five years. A CV in the required form must be submitted for that person.
