Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The bidder must also confirm that proof of payment of taxes and social security contributions can be provided, or that the contracting authority can verify this information from a free database.

Qualification criteria and exclusion grounds

The tender must comply with the procurement documents. If the bid is submitted jointly, the bidder must provide a power of attorney for the joint bidders. The bidder must indicate trade secrets only within the permitted scope. The bidder must submit a ready-made sample for each product in accordance with the technical specification, include the measurement tables, and submit the price form with the unit price of each clothing item. Failure to submit samples will result in rejection of the bid. All items worn against the skin must have an OEKO-TEX® Standard 100 certificate or the EU Ecolabel. If the material contains polyester, at least 30% of it must be recycled polyester (rPET). If the fabric contains cotton, organic cotton is preferred. During the contract period, all parts and accessories of the goods must be available and usable for warranty repairs. For transport, large collective packaging must be used; if individual packaging is needed, it must be made of 100% recycled material or be biodegradable.
