Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour, human trafficking, or any other exclusion ground stated in the notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must submit the ESPD and provide the confirmations required in it. Under the compliance conditions, a power of attorney for joint bidders must be submitted if the bid is joint, and the bidder must confirm that the bid complies with all tender document requirements. The bidder must indicate business secrets, but may not classify the bid price or other numerical indicators used for award criteria as confidential. A ready-made sample for each product matching the technical specification must be submitted in the required size, measurement tables must be attached, and the bidder must confirm that the sample products are the same as those to be delivered if successful. All products worn against the skin must have OEKO-TEX® Standard 100 certification or the EU Ecolabel; if the material contains polyester, at least 30% of it must be recycled polyester (rPET). If the product contains cotton, organic cotton is preferred. During the contract period, all parts and accessories must be available and usable for warranty repairs. For transport, large collective packaging must be used; if individual packaging is needed, it must be made of 100% recycled material or be biodegradable. The price form must be submitted so that the unit price of each clothing item is stated and the total price matches the amount submitted in the register.
