Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder’s average annual net turnover for the financial year ending before the start of the last three public procurements must be at least EUR 220,000. The bidder must confirm this turnover in the ESPD; the contracting authority may request additional explanations or evidence if needed. For technical capacity, the bidder must have performed at least one contract or order in the last 36 months covering the production of printed materials, with a total value of at least EUR 100,000 excluding VAT. Orders performed under a framework agreement may also be counted if they meet the time and value requirements. The bidder must provide the contract dates, value, performance period and details of the other contracting party. Under the compliance requirements, the bidder must confirm that the tender complies with the procurement documents, submit the unit price form, and, in the case of a joint tender, submit the joint bidders’ power of attorney. If the bidder wants extra points for environmental performance, it must provide evidence that it is entitled to label printed products with a recognised ecolabel or responsible supply chain label, and those proofs must remain valid for the entire framework agreement period.
