Compliance requirements

The exclusion grounds include participation in a criminal organisation, corruption and fraud at a minimum. Qualification criteria and exclusion grounds

The bidder must be entered in the relevant professional register and, for work in the heritage conservation field, must hold the required competence certificate. The bidder’s average net turnover for the last three financial years completed by the start of the procurement (2023, 2024 and 2025) in the relevant part of the contract must be at least EUR 300,000 per year. A confirmation of this must be provided in the ESPD and in Form II. For technical and professional capacity, the bidder must have properly performed at least three heritage-related contracts within the last 36 months. In the ESPD, the bidder must provide a list of these contracts with the contract partners, contact details, the object, the monument number and the contract period; if the contracts were awarded through public procurement, the procurement reference number must also be given. The successful bidder must provide a client confirmation letter upon the contracting authority’s request. The bid price must be submitted in Form IV and in the structure required on the price sheet. The bidder must confirm compliance with the required bid structure and with all tender document conditions by submitting Form I. In the case of a joint bid, a power of attorney for the joint bidders must be attached. If the legal entity’s representative authority does not appear from the commercial register extract, a power of attorney must be submitted. The bidder must also provide the required sanctions-related confirmations and confirm that its place of residence or establishment is not in the Russian Federation or Belarus.
