Compliance requirements
The machine-readable notice includes the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption and other mandatory grounds under the procurement rules. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where allowed. The exact exclusion grounds and any additional confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least two cleaning service contracts in the last 36 months, each with a value of at least EUR 30,000 excluding VAT. The bidder must submit a list of previous services with information on scope, performance period and clients, and on request provide client confirmations. The bidder must also involve a competent team leader for service management and quality control who holds at least the qualification "Cleaning Service Worker, level 3, specialization in special cleaning worker" or an equivalent qualification. An equivalent is accepted if the team leader has completed special cleaning training of at least 24 academic hours, including the competencies listed in the relevant standard. If the qualification cannot be verified from the professional register, proof of the qualification or training programme must be attached. The bid must also comply with the required environmental conditions and the prescribed bid form structure.
