Compliance requirements
The bidder must confirm that neither the bidder nor its management or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, use of child labour or other forms of human trafficking, commission of a terrorist act or offences related to terrorist activity, or any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and responses must be checked in the ESPD and the tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate economic and technical capacity. Average net turnover for 2023, 2024 and 2025 must be at least EUR 200,000 per year, i.e. at least EUR 600,000 in total for the three-year period. If the company has operated for less than three years, the turnover is calculated for the period of operation.
For technical capacity, the bidder must have carried out at least 2 similar construction works during the 36 months preceding the start of the procurement. A similar work means construction work on a building with at least 500 m² of enclosed net floor area, and each building must have been granted an occupancy permit. The bidder must provide the work description, total value, period, client details and other required information.
The offer must comply with the conditions set out in the procurement documents, and where necessary the bidder must include explanations and evidence of equivalence. In the case of a joint bid, a joint bidders’ power of attorney must be submitted. The bidder must also provide the contracting authority’s confirmation of the site visit.
