Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply: participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorist offences, money laundering or terrorist financing; enabling illegal employment of a foreign national or paying wages below the statutory minimum; illegal use of child labour or human trafficking; and tax, fee or environmental charge arrears, or social security contribution arrears.
The bidder must also confirm that none of the voluntary exclusion grounds apply: a material or repeated breach of a previous public contract that led to withdrawal, termination, price reduction, compensation of damages or payment of a contractual penalty; or providing false information about compliance with selection criteria or failing to submit required documents.
In addition, the bidder’s place of establishment or residence must not be in the Russian Federation or the Republic of Belarus, and the materials, equipment and goods used in the works must not be produced in or originate from the Russian Federation or the Republic of Belarus. The contracting authority may request certificates of origin.
