Compliance requirements
The bidder must confirm that neither the bidder nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm that no other exclusion grounds stated in the tender apply. If any ground exists, evidence of self-cleaning may be submitted where permitted. The exact exclusion grounds and any possible confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed, as the main contractor, at least 2 contracts for the construction or reconstruction of a public park, recreation area, playground or sports field within the last 60 months, including the construction of footpaths and landscaping. Proper performance of these works must be proven by references or other evidence, and the contracting authority may request confirmation from the other contracting party. The works must involve a responsible specialist with a professional qualification of construction manager level 6 in general construction or equivalent, or landscape builder level 4 or equivalent, and experience in at least one park, recreation area, playground or sports field construction project. A CV, a qualification document if it is not easily available from a public register, and written consent to participate in contract performance must be submitted for the responsible specialist. The tender must comply with the procurement documents, be final, and include all costs of contract performance. If subcontracting is used, the subcontractors' details and their consents must be provided. The bidder must also submit bidder confirmations and a power of attorney if the tender is submitted by an authorised representative.
