Qualification criteria and exclusion grounds

The bidder must have completed at least two similar construction contracts within the 60 months before the start of the procurement. A similar contract means a contract where the bidder acted as main contractor or performed the work itself, and the work concerned a building, part of a building or a building complex of at least 1,000 m² of enclosed net area. The work had to include construction, painting and tiling works in interior spaces, as well as sanitary engineering and works related to openings and fittings, and it had to involve erection, extension or full-scale reconstruction of a building. The bidder must submit the contract names, the names and contact details of the contract partners, and a description of the works; for contracts awarded through public procurement, the procurement reference number must also be provided. On request, the contracting authority may require a confirmation letter from the client that the works were performed properly. The bidder must have a project manager on site with professional qualification of Construction Engineer, level 7 (specialisation: general construction or construction management) or an equivalent qualification. The bidder must provide the project manager’s name and personal identification code, and on request a copy of the document proving the qualification. The bid must also include a confirmation letter from Viimsi Haldus that the bidder has visited the contract performance site, a work schedule, a joint bid authorisation if the bid is submitted jointly, and confirmations regarding bid compliance, the unit price table, equivalence where relevant, and non-involvement of a subcontractor subject to replacement, if applicable.
