Compliance requirements
The bidder must confirm that neither it nor its management, representation or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, or any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also provide details of authorised persons if they are not visible in the commercial register.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 1 harbour construction contract similar to the subject of the procurement within the last 60 months, involving the construction or reconstruction of a quay, breakwater or shoreline protection of at least 50 running metres. As evidence, the bidder must provide the contract description, total amount, client details, time period and, where required, a client confirmation that the works were performed properly. If the bidder relies on the capacities of another entity, the details of that entity and the required evidence must also be provided. The bid must comply with the tender documents, and conditional bids are not allowed. The bid price must be submitted in the prescribed structure, and the bill of quantities must be completed without changing the work names, descriptions, units, quantities or formulas.
