Compliance requirements

The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies have, within the last 5 years, been finally convicted of participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, fraud, or offences related to the commission of a terrorist act or terrorist activity. If any such ground exists, the bidder may in certain cases submit evidence of self-cleaning measures, if allowed by the tender documents. The bidder must also confirm that the offered goods are not the subject of international sanctions and do not originate from sanctioned regions.

Qualification criteria and exclusion grounds

The bidder's net turnover for the last financial year completed by the start of the procurement must be at least EUR 150,000. Joint bidders may combine their turnover figures. The bidder must provide in the ESPD the data on its net turnover for the last financial year and, upon the contracting authority's request, an extract from the latest annual report or other documents proving the turnover, if these are not publicly available from a register. Within the 60 months preceding the start of the procurement, the bidder must have properly and in accordance with good construction practice completed at least 1 construction contract as the main contractor. The contract must have included construction works for a publicly accessible children's playground. For the contract, the bidder must provide a short description of the object, the scope and volume of the work, the contract period and the details of the other contracting party. In public procurement cases, the reference number must be indicated. When submitting the bid, the bidder must confirm that the bid complies with the requirements set out in the procurement documents. Conditional bids are not allowed. Form 2, the price offer, must also be submitted in the required structure. If this is a joint bid, the joint bidders must appoint an authorised representative from among themselves and attach a power of attorney for the joint bidders.
