Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or human trafficking, or offences related to the commission of a terrorist act or terrorist activities. If any such ground applies, information on self-cleaning measures must also be provided where permitted. For authorised persons, the bidder must provide the name and personal identification code, or confirm that no such persons exist.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 378,000. Joint bidders may aggregate turnover. To prove turnover, the contracting authority may request an extract from the latest annual report or other evidence. The bidder must submit a list of public road construction contracts completed during the last 60 months and, upon request, client confirmations that the works were performed properly. The tender must comply with the tender documents, including completion of the bill of quantities required under the compliance conditions and, in the case of a joint bid, submission of a power of attorney and separate ESPDs for all joint bidders. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the tender documents.
