Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal employment of foreign nationals, child labour or human trafficking, as well as tax debts or breaches of international sanctions. The bidder must also confirm that none of the voluntary exclusion grounds apply, such as serious or persistent breach of previous contracts or submission of false information about qualification. In addition, the bidder’s place of residence or establishment must not be in the Russian Federation or the Republic of Belarus.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must be at least EUR 100,000. If the bidder’s financial year does not coincide with the calendar year, this requirement applies to the last two completed financial years. By the time the tender is submitted, at least six months must have passed since the end of the last completed financial year. The bidder must provide an extract from the reports for the last two completed financial years showing the turnover, unless the data is publicly available to the contracting authority from a register. In addition, the bidder must submit Form 1, the price quotation table, and Form 2, the technical form, and complete all required fields; partial completion may lead to rejection of the tender. If representation rights are used, the bidder must provide the name, job title and contact details of the contract signatory and the contact person for contract performance; if the right of representation does not arise from the articles of association, a power of attorney must be attached.
