Compliance requirements
The bidder must confirm that none of the exclusion grounds under Section 95(1) of the Public Procurement Act apply. These include convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; convictions related to illegal employment of foreigners or breach of wage rules; convictions related to illegal use of child labour or human trafficking; tax, fee or environmental charge arrears, or social security contribution debts in the country of establishment; and being subject to an international sanction.
Qualification criteria and exclusion grounds
The bidder must involve responsible persons for the entire contract period to carry out the expert review of the design work. At least the following professional qualifications are required: 1) a level 7 chartered civil engineer specialising in building construction, with competence in expert review of building design projects or an equivalent or higher qualification; 2) a level 7 chartered heating, ventilation and cooling engineer, with competence in expert review of indoor climate system design projects or an equivalent or higher qualification; 3) a level 7 chartered water supply and sewerage engineer, with competence in expert review of building water supply and sewerage design projects or an equivalent or higher qualification; 4) a level 7 chartered electrical engineer, or at least B-competence (or equivalent), with competence in design or an equivalent or higher qualification; 5) a level 7 chartered architect or an equivalent qualification. To prove equivalence, the bidder must submit a document showing that the responsible person has competence equal to or higher than the required qualification.
