Compliance requirements
The bidder is checked for the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud, and terrorist offences or offences linked to terrorist activity. The notice states that if an exclusion ground applies, the bidder may submit evidence of self-cleaning measures to restore reliability. The exact exclusion grounds and their scope should be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
The bidder’s average annual net turnover for the last three completed financial years before the start of the procurement must be at least EUR 290,000 for the period 01/01/2023–31/12/2025. The bidder must provide the turnover data in the ESPD.
The bidder must have completed at least one similar construction contract as the main contractor within the last 60 months. The contract must have concerned a public building, preferably in the healthcare or social welfare sector, and its value must have been at least EUR 145,000 excluding VAT. The work may have started before the 60-month period and the warranty period may continue after it.
The bidder’s team must include a worker responsible for the construction works, i.e. a project manager and/or site manager, who has at least a level 7 certified civil engineer qualification with specialisation in general construction and competence in managing construction activities, or an equivalent qualification. Estonian certificates are checked by the contracting authority through the professional register; for foreign certificates, the bidder must be ready to provide a copy if requested. If the bidder relies on another company’s specialist or resources, this must be clearly stated in the ESPD and the specialist must actually perform the work requiring that qualification.
