Reconstruction of Kersti Võlu Training Centre

Qualification criteria and exclusion grounds
The bidder must have net turnover in the construction sector of at least EUR 160,000 per year for each of the last three completed financial years (2023–2025), and at least EUR 480,000 in total over those three years. The average gross wage in the construction sector for the last six months must also be at least 75% of the sector average, and this must be evidenced by a Tax and Customs Board average wage certificate dated May 2026.
For contract performance, the bidder must have at least one project manager who holds a construction manager or construction engineer professional qualification at level 6 or higher, at least 10 years of experience in flat roof construction, higher education in the construction field, and a very good command of Estonian. The bidder must provide the project manager’s CV, a copy of the education document and the certificate number or a copy of the certificate. If the bidder is not registered in Estonia, documents from the competent authority in the country of establishment must be provided to show equivalent compliance.
The bidder must have properly completed at least three insulated flat roof construction works during the last 36 months, each with a volume of at least 600 m². A list of similar works with client contact details and information on the timing and volume of the works must be submitted.
The bidder must have at least 10 employees under employment contracts, evidenced by a Tax and Customs Board certificate or another equivalent document.
