The bidder must be able to transport a pilot from their location to a port or from a port to the pilot’s requested location around the clock within 1 hour of ordering. All costs must be included in the kilometre price and no additional fees may be charged. A bid may be submitted for one or more lots. The contracting authority will conclude framework agreements with successful bidders and, on that basis, service contracts for performance of the service.

Compliance requirements
The bidder and its management or control body members are subject to the usual exclusion grounds, including participation in a criminal organisation, corruption and fraud. If such a ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The bidder must hold a valid public transport operating licence referred to in section 39(1) of the Public Transport Act or a taxi transport licence referred to in section 54(1), for the provision of paid passenger transport. The bidder must enter the licence number in the ESPD and, upon request by the contracting authority, provide a copy of the licence. In addition, the bidder must be entered in the commercial register of its country of establishment, if required by that country’s law; an Estonian bidder does not need to submit a separate register extract for this. The bid must comply with all conditions set out in the procurement documents, and conditional bids are not allowed.
