Compliance requirements
The bidder must confirm that neither the bidder nor its management board members, procurist or other representatives have any exclusion grounds under Section 95(1) of the Public Procurement Act. This means, among other things, that they must not have been convicted of offences related to participation in a criminal organisation, corruption, fraud, terrorism, money laundering, unlawful use of labour, or human trafficking. The bidder must also have no tax, fee or environmental charge arrears, and no corresponding arrears in the country of establishment, and the contract must not breach an international or government sanction. If the bidder is not established in Estonia or the data are not available free of charge from a database, a certificate from the competent authority in the country of establishment confirming the absence of exclusion grounds must be provided.
Qualification criteria and exclusion grounds
The bidder must have had a net turnover of at least EUR 17,600 in one completed financial year by the start of the procurement. The turnover data must be submitted on Annex 4 and must relate to the last completed financial year; if the bidder uses the calendar year as its financial year, the last completed financial year is 2025.
Within the 36 months preceding the start of the procurement, the bidder must have performed at least one event contract for at least 80 participants that included room rental, presentation equipment rental and catering. The bidder must submit the data and confirmation in accordance with the bidder suitability form in Annex 4.
A detailed description of the offered service must be submitted so that the contracting authority can verify compliance with the tender documents. If the bid is submitted as a joint bid, a power of attorney for the joint bidders and the procurement passports of all joint bidders must be submitted. If the bid is submitted by a representative whose authority does not appear in the register, a power of attorney in the form of Annex 2 must be submitted.
