Compliance requirements
The qualification package did not separately specify exclusion grounds. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents. Under the compliance conditions, the bidder must confirm that it will not use a subcontractor in contract performance who would be subject to replacement under section 122(7) of the Public Procurement Act, and that the goods offered are not subject to international sanctions and do not originate from sanctioned areas. If this is a joint bid, an authorised representative must be named and a joint-bidder power of attorney must be attached.
Qualification criteria and exclusion grounds
To qualify, the bidder must meet the following requirements. Over the last 3 years, annual net turnover must have been at least EUR 5 million in each year. In addition, the bidder must have valid professional liability insurance with a minimum insured amount of EUR 1,000,000. For construction experience, the bidder must have completed 3 similar projects within the last 5 years, each belonging to the category of livestock buildings, with a minimum size of 3,000 m² per project. The construction project manager must be a civil engineer, level 7, and must have experience in constructing 2 similar buildings within the last 5 years, with a minimum size of 3,000 m² per project. The site manager must be a civil engineer, level 6, and must have experience in constructing 2 similar buildings within the last 5 years, with a minimum size of 2,000 m² per project. The design project manager must be a civil engineer, level 7, and must have experience in at least 1 project within the last 5 years, with a minimum size of 2,000 m². For the required persons, the bidder must provide the name and the number of the competence or professional certificate and the project reference. The machine-readable notice did not include any other precise qualification or suitability requirements; these must be checked in the tender documents.
