Compliance requirements

No exclusion grounds were specified in the qualification document. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents. Under the compliance conditions, the bidder must confirm that it does not use subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or entities established in the Russian Federation, or if they are more than 50% owned by such persons or entities, or act on their instructions. If this condition is not met, the contracting authority may reject the bid.

Qualification criteria and exclusion grounds

The bidder must demonstrate prior experience separately for each lot. For lot 1, the bidder must have properly completed at least one ground-source heat pump replacement contract within the last 36 months, with a value of at least EUR 20,000 excluding VAT. For lot 2, the bidder must have properly completed at least one water treatment system installation or reconstruction contract within the last 36 months. Contracts signed earlier are also accepted if their performance ended within the last 36 months. The bidder must provide contract details: the subject of the contract, the value or completion time, and the counterparty details; in a public procurement, the reference number may also be provided. The contracting authority may request confirmation from the client that the contract was performed properly.
