The compliance conditions do, however, include a sanctions requirement: the bidder confirms that it will not involve subcontractors or suppliers whose share exceeds 10% of the contract value and who are citizens, residents, or undertakings established in the Russian Federation, or who are directly or indirectly more than 50% owned by such persons or entities, or who act on their instructions. If this condition is not met, the contracting authority may reject the bid.

The bidder must have properly performed at least one similar construction contract during the 36 months preceding the start of the procurement, covering repair or finishing works for shingle roofs and/or facades. The bidder must provide details of at least one such contract; if it was not a public procurement contract, the bidder must also provide the contract partner’s name, email and phone number, as well as the contract validity period and contract number. The contracting authority may request confirmation from the other contract party that the contract was performed properly.
