Compliance requirements
The bidder must confirm that neither it nor its management board members, persons with representation rights, nor persons under its control have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking. If any such ground applies, it may be possible to submit self-cleaning evidence if permitted. The bidder must also confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value who are citizens, residents or companies established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives of such persons/entities or persons acting on their instructions. In addition, the bidder must confirm that it will not use a subcontractor that would have to be replaced under Section 122(7) of the Public Procurement Act.
