Compliance requirements
The bidder is checked for the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud and other convictions or breaches referred to in the Public Procurement Act. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures to restore reliability, where permitted. The contracting authority also expects confirmation that the bidder will not use a subcontractor in performance of the contract if that subcontractor would have to be replaced under Section 122(7) of the Public Procurement Act. The exact exclusion grounds and any proof requirements must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment or provide the required proof of registration. To demonstrate technical and professional ability, the bidder must have at least 1 previous reference contract completed properly within the last 60 months, concerning replacement of a tiled roof, i.e. replacement of the roof covering with an equivalent solution for at least 200 m2 of roof area. If the bidder relies on the resources of another company, the bidder must provide that entity’s details and, where necessary, that entity must confirm the absence of exclusion grounds and participate in direct performance of the contract to the extent relied upon. In addition, activity liability insurance of at least EUR 100,000 is required. The bid must comply with the tender documents, be submitted in the required structure, and equivalence must be explained and supporting evidence attached where needed.
