Compliance requirements
The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies, nor persons with representation authority, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground named in the tender documents. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm compliance with tax and social security payment requirements and that its place of residence or establishment is in an allowed country. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the bid in the structure set out in the tender documents and complete the technical specification and bid price forms. If an equivalent product is offered, evidence of equivalence must be submitted with the bid, such as the manufacturer’s technical file, test reports, declarations, certificates or a comparison table showing compliance with the requirements. The bid must comply with all conditions set out in the procurement documents, and conditional bids are not allowed. If the bid is joint, a power of attorney for the joint bidders must be attached.
