The bidder must confirm that neither it nor members of its management or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing. It must also confirm that, where applicable, it has taken self-cleaning measures to restore reliability. The bidder must confirm that it will not use subcontractors or suppliers linked to the Russian Federation for more than 10% of the contract value, and that the offered goods are not subject to international sanctions and do not originate from sanctioned territories.

The bidder must be registered in the commercial register of its country of establishment, and the contracting authority may require proof of registration. The machine-readable notice did not include any other precise qualification, suitability or compliance requirements; these must be checked in the tender documents.
