Compliance requirements
The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm compliance with tax and social security payment requirements and with sanctions rules, including that subcontractors or suppliers linked to the Russian Federation will not account for more than 10% of the contract value. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must confirm that the offer complies with the tender documents and that, where relevant, equivalence has been explained and supporting evidence attached. If the offer is a joint tender, a power of attorney from the joint bidders must be attached. If the contract will be signed by an authorised representative, the relevant power of attorney must also be provided. The offer must name the person who will sign the contract, the contract contact person, and the contacts for order submission. If the bidder relies on the capacities of another entity, that entity’s consent must be submitted. The machine-readable notice did not include precise numerical financial or technical selection criteria; these must be checked in the tender documents.
