Compliance requirements
The bidder and its management bodies are checked for standard exclusion grounds, including participation in a criminal organisation, corruption, fraud and other convictions listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate financial and technical capability. The net turnover for each of the last 3 financial years must be at least EUR 180,000. In addition, the bidder must submit at least 1 contract in the field of camper van sales that was performed within the last 36 months for at least EUR 60,000 excluding VAT. The ESPD must include turnover figures by year and the description of the previous contract, its amount, period and, where relevant, the client details. The bid must include a technical offer with the vehicle model, make and exact technical description. The bidder must also confirm that there is a manufacturer-accepted or authorised service point for maintenance, warranty and repair of the camper van chassis in Tartu or nearby municipalities, and that there is a service point in Estonia for the bodywork. The warranty for the offered vehicle and its parts must be at least 2 years. The offer price must include registration of the vehicle with the Transport Administration and a full safety package.
