Compliance requirements

The bidder must confirm that neither it nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud, and that no corresponding exclusion period still applies. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian citizens, residents or companies established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives of such persons/entities or entities acting on their instructions. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its country of establishment. The contracting authority may request evidence of registration. If subcontractors are used in performance, a separate ESPD may need to be submitted for them. The compliance conditions require that the offered products have a CE certificate and, where necessary, documents proving equivalence or compliance must be provided. The bid must comply with the procurement documents, include forms 1–3, and if the bid is submitted by a person other than the one entered on the registration card, that person must have a power of attorney.
