Compliance requirements
Standard exclusion grounds apply, including participation in a criminal organisation and corruption. The bidder, or members of its management, representatives or persons with control rights, must not have been finally convicted of these offences within the last five years, or the disqualification period stated in the conviction must have expired. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The compliance conditions also include a sanctions requirement: the bidder confirms that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value who are citizens or residents of the Russian Federation, entities established in Russia, or persons/entities owned by or acting on the instructions of such persons or entities.
Qualification criteria and exclusion grounds
For lot 1, the bidder must have properly performed at least one similar construction contract within the 60 months preceding the start of the procurement, covering repair or finishing works for shingle roofs and/or façades. The bidder must provide the contract details and, on the contracting authority’s request, confirmation from the other contracting party that the work was performed properly. For the contract, the bidder must provide at least the contract duration, number and contracting partner details if it was not a public procurement. During contract performance, the bidder must have at least one responsible specialist with the Estonian Qualifications Register qualification “Diplomeeritud soojustehnika insener, level 7” or higher, or an equivalent qualification in the field of technical systems. The bidder must provide the responsible specialist’s name, personal identification code and professional certificate number. When submitting the bid, the bidder must confirm that the bid complies with the tender documents, that a site visit has taken place and the site visit sheet has been signed, and that the bid price is entered in the required structure. If the bid is submitted by a representative who is not a management board member registered in the commercial register, a power of attorney must be attached.
