Compliance requirements
The bidder and its management body members must confirm that, within the last five years, there has been no exclusion ground and no continuing disqualification due to participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, or money laundering or terrorist financing. Where relevant, the ESPD must state the date of conviction, the reason, the person convicted, the duration of exclusion and any measures taken to restore reliability. If the information is electronically available, the relevant references must also be provided. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If any exclusion ground or exact proof requirement was not fully set out in the machine-readable notice, it must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the relevant professional register in its country of establishment; the contracting authority checks this itself and may request proof of registration. For economic and financial standing, the bidder must show annual net turnover in the field of construction finishing works of at least EUR 200,000 in each of the last three financial years completed by the start of the procurement (2023–2025). For 2025, the turnover amount must be provided if the annual report has not yet been filed in the register. For technical and professional ability, the bidder must have carried out at least 3 similar construction or repair works as the main contractor during the last 60 months; similar work means plaster facade works of comparable value. The ESPD must include a list of these contracts, and if the contracts were awarded through public procurement, the procurement reference number must also be provided. The successful bidder must provide evidence of proper performance on request. The bid must be submitted according to the structure set out in the procurement documents, and a detailed price breakdown by work item must be included. The bidder must also confirm that the bid complies with all requirements, explain equivalence where necessary, and attach supporting evidence. In the case of a joint bid, an authorised representative must be appointed and a joint bidder power of attorney must be attached.
