The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If such a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The ESPD contains general declarations about the economic operator, including whether the bidder is a sheltered workshop or listed in an official list of approved economic operators, whether it is participating in a joint tender, whether it relies on the capacities of other entities, and whether it uses subcontractors. Under the compliance conditions, the bidder must confirm that the bid complies with the tender documents, that the bid structure is completed in the required form, that equivalence is demonstrated where necessary, and that subcontractors or suppliers representing more than 10% of the contract value are not Russian citizens, residents or entities established in the Russian Federation, nor entities owned or controlled by them or acting on their instructions. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. In the case of a joint tender, a power of attorney from the joint bidders must be attached. The exact requirements must be checked in the tender documents.
