Compliance requirements
The bidder must not have any national tax debt by the bid submission deadline. The bidder must also confirm that neither the bidder nor its members, shareholders or management body members has any connection with the contracting authority that could distort competition or create a conflict of interest. The contracting authority may request confirmation or evidence if needed.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; the hankepass states that there are no qualification or selection criteria. However, the bidder must still provide the required confirmations and documents: the bid must comply with the tender documents, technical description and project materials; where relevant, equivalence must be explained and evidence of equivalence must be attached; the bidder must confirm that the bid is unconditional; the bid price must be submitted in the required structure; before submitting the bid, the bidder must inspect the site and include the signed site visit confirmation; and the documentation needed for proper completion and handover of the works must be provided. The works must be completed within 12 months from contract signature, and the completed works must carry a warranty of at least 60 months.
