Compliance requirements
The bidder and its management body members must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have at least 2 similar contracts concluded within the last 36 months. A similar contract means a vehicle operating lease or a contract for making a vehicle available to a lessee for at least 48 months. The bidder must provide the contract value excluding VAT and the names, contact persons and contact details of the other contracting parties. The bidder may attach client confirmation letters if the contract data cannot be found in the eRHR. In addition, the bidder must be able to carry out maintenance, warranty and repair work at a manufacturer-accepted and/or authorised service point, and it must have access to the necessary brand-specific maintenance and repair centres for the vehicle. The bidder must list these service points or centres in the ESPD. The bid must be submitted in the required format, include the required documents and forms, and comply with the tender documents. A power of attorney must be submitted if the signatory's authority does not arise from law or cannot be verified from public registers. In a joint bid, a joint power of attorney must be submitted. The bid price must be provided in euros, both excluding and including VAT, to two decimal places, and a sample lease payment schedule must be attached to the bid.
