Compliance requirements
The bidder must confirm that neither the bidder nor its management or representative body members have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that it will not use a subcontractor subject to replacement during contract performance and that subcontractors or suppliers linked to the Russian Federation will not account for more than 10% of the contract value. It must also be confirmed that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
Qualification criteria and exclusion grounds
The bidder must have at least 1 previous similar assignment completed within the last 3 years. A description of the similar work must be provided, and if available the RHR reference number, together with the value, dates and the other contracting parties. If the information is confidential, this must be indicated. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the tender documents. Before submitting a bid, site inspection is mandatory and the bidder must confirm that they have visited the site and signed the attendance register. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bidder must confirm that the bid complies with the tender documents and that the bid price is submitted in the required structure.
