Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, and related offences. The bidder must also confirm that neither it nor its subcontractors or resources are subject to international sanctions. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning where allowed by law or the tender documents. Qualification criteria and exclusion grounds
The bidder must be registered in the business register or another relevant register in its country of establishment for the activity covered by the contract. The bidder’s net turnover for the last financial year completed by the start of the procurement must be at least EUR 390,000. Joint bidders may combine their figures. If the bidder relies on another entity’s economic and financial capacity, it must provide the relevant details and, on request, a written commitment from that entity that it will make its resources available and be jointly liable to the extent relied on. For technical and professional capacity, the bidder must involve a project manager responsible for construction management who has at least road engineer professional qualification level 6 (except initial qualification) or an equivalent qualification accepted by the contracting authority. The project manager must also have the required experience from the last five years, but the machine-readable notice was truncated before the exact experience requirement; this must be checked in the tender documents. The bid must be submitted with the completed Annex 1 price list, and if the bid is joint, a joint bidders’ power of attorney must be included.
