Compliance requirements
The contracting authority will exclude a bidder if any exclusion ground under Section 95(1) or Section 95(4) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if, because of the bidder’s place of establishment or residence, it is not allowed to submit a tender or request to participate, where such a restriction is provided in the procurement documents. The bidder must confirm that none of these exclusion grounds apply to it.
Qualification criteria and exclusion grounds
The bidder must have completed at least 3 translation service contracts during the 36 months before the start of the procurement. The bidder must provide details of the 3 most important and largest contracts completed over a longer period, including the contract title with a short description, the time of signing and performance, the value, and the details of the other contracting party.
The bidder must have a quality management or quality control system in place to ensure service quality. This may be a valid ISO 9001 quality management system or an equivalent system, or an internal quality control system implemented by the bidder. If the bidder does not have a certified ISO 9001 or equivalent quality management system, it must provide a description of the quality control measures used, showing at least the review procedure for translations, the quality control process before delivery, and responsibility for quality assurance.
The bidder must be able to work with DWG files when translating drawings, must have know-how for translating complex technical texts and be familiar with specialised terminology in different technical fields, including electrical, construction, transport and energy texts, and must have a technical solution for translation via videoconference.
If the bidder relies on the resources of another entity, it must submit that entity’s signed consent, the other entity’s details regarding fulfilment of the qualification criteria and confirmation that no exclusion grounds apply, signed by an authorised representative or authorised proxy, and the entities relied on must themselves have no exclusion grounds and must meet the qualification criteria relied upon.
