Compliance requirements
The bidder must confirm that neither the bidder nor its management, representation or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, money laundering or terrorist financing, child labour, or human trafficking. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is allowed. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one traffic light construction or repair contract in the last three years with a value of at least EUR 30,000 excluding VAT. For each reference, the bidder must provide the client’s details, the public procurement reference number if available, the project name, the value and the period of performance. At the contracting authority’s request, a confirmation letter from the client must be submitted to show that the reference contract was performed properly; the authority asks bidders to include it in the tender if possible. For electrical works, the bidder must have an activity notice in the Estonian Register of Economic Activities, or if the bidder is established outside Estonia and has no MTR registration, documents proving registration under the laws of the country of establishment for a similar activity. The offer must be submitted according to the prescribed bill of quantities structure, and conditional offers are not permitted.
