Compliance requirements
The machine-readable notice and selected documents include the standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds under the Public Procurement Act. If any exclusion ground applies, the bidder may be asked to explain self-cleaning measures and provide supporting evidence. The exact list of exclusion grounds and any detailed confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment. For the transport service, the bidder must also hold a valid community transport licence and enter the licence number in the tender passport; the contracting authority may ask for a copy of the licence. For technical and professional capacity, the bidder must have completed at least one passenger line transport contract in the last 36 months, with at least 10,000 km per year, and must provide the customer name, contact person and contact details, contract volume in kilometres, performance period and a short description of the contract object.
