Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption and fraud. The bidder must confirm whether it or members of its management, representation or supervisory bodies have been finally convicted of such offences within the last five years, or whether any disqualification period set out in the judgment is still in force. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise other exclusion grounds; these must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must submit references and manufacturer documents or information materials required in the technical specification to verify that the offered product complies with the tender documents. The bidder must also provide the service descriptions and explanations required in the technical specification and the completed form ‘Appendix Documents’. In addition, the bidder must submit a manufacturer’s or authorised supplier’s document, or a copy of it, proving the right to sell the offered product and provide technical support. The price quotation form 4 must be completed and added to the ‘Appendix Documents’ page. If the bid is signed by a person whose representation right is not shown in the register, a power of attorney must be submitted with the bid. In a joint bid, an authorised representative must be appointed and the joint bidders’ power of attorney must be attached. The bid must comply with all conditions set out in the procurement documents, and conditional bids are not allowed.
