Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents include mandatory exclusion grounds for convictions related to participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences or offences linked to terrorist activities. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures where the procurement rules permit it. The machine-readable notice did not include all precise exclusion details; they must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must have at least 2 properly completed similar public-space construction or reconstruction contracts within the 60 months before the start of the procurement, each covering an object of at least 8,000 m². A similar object means the construction or reconstruction of a publicly used park, town square, playground or sports ground, including road works, playground installation and landscape architecture solutions. The bidder must provide a short description of the contracts, the performance period, the client’s contact details and, in public procurement cases, the reference numbers. On request, the contracting authority may ask for client confirmations of proper performance. The bidder must have an ISO 9001 quality management system in the field of construction works, or an equivalent certified quality management system. The bidder must confirm this in the ESPD and be ready to provide a copy of a valid certificate on request. The bid must comply with the tender documents, and the bidder must confirm that it has the registrations and competences required to perform the works.
