Compliance requirements
The exclusion grounds mainly concern tax debts and the bidder’s country-of-origin restriction. A bidder will be excluded if it has tax debts relating to state taxes, charges or environmental fees, or unpaid social security contributions under the law of its country of establishment; deferred tax debt is allowed. If the bidder is not an Estonian company, it must be ready to provide a certificate from the tax authority and, where possible, a tax payment certificate or confirmation together with the tender. The contracting authority may also exclude a bidder originating from a third country as defined in the procurement documents. The bidder must confirm that it has no tax debts and provide the required information about its country of origin as requested in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s turnover for each of the last 3 completed financial years must be at least EUR 195,000 per year. Turnover must be submitted on the register form; if the bidder is not an Estonian company, it must be ready to provide a copy of the annual accounts. The bidder must have at least one reference from the last 36 months before the start of the procurement: a delivered dust extraction system for the woodworking industry. The reference must state the client name, contract volume, client contact details and the acceptance date of the work, with month and year. To demonstrate compliance, the bidder must submit the technical compliance form, solution drawings and, where necessary, the equipment’s technical specifications. The tender must meet the requirements set out in the procurement documents, and where relevant, an equivalence explanation and supporting evidence must be included.
