Compliance requirements
The exclusion grounds mainly concern tax debts and the bidder’s country of origin. A bidder is excluded if it has tax debts for state taxes, charges or environmental fees, or unpaid social security contributions under the law of the country where it is established; deferred tax debt is allowed. If the bidder is not an Estonian company, it must be ready to provide a certificate or confirmation from the tax authority. The contracting authority may also exclude a bidder originating from a third country, meaning a country that is not an EU or EEA member state, not a WTO GPA party, and has no reciprocal free trade agreement with the EU covering public procurement. The bidder must confirm that it has no tax debts and, where necessary, provide the requested information about its country of origin.
Qualification criteria and exclusion grounds
The bidder’s turnover for each of the last 3 completed financial years must be at least EUR 195,000 per year. Turnover must be submitted in the register form; if the bidder is not an Estonian company, it must be ready to provide a copy of the annual accounts. The bidder must have supplied at least one aspiration system for the woodworking industry to clients within the last 36 months before the start of the procurement. For the reference, the bidder must provide the client’s name, contract value, client contact details and the date of acceptance of the works, with month and year. In addition, the bid must include drawings of the solution, where necessary technical specifications of the equipment, a form confirming compliance with the technical requirements, the warranty period, the electrical specific consumption value, and confirmation that the existing system will be dismantled and handled properly. The bid must comply with the tender documents, be unconditional, and include the required forms and confirmations.
