Compliance requirements
The bidder must confirm that none of the exclusion grounds listed in § 95(1) points 1–5 of the Public Procurement Act apply to it. These include, among other things, convictions for criminal offences, enabling illegal employment, offences related to child labour or human trafficking, tax debts, and breaches of international or Government sanctions. If any of these grounds apply, the contracting authority will exclude the bidder from the procurement procedure.
Qualification criteria and exclusion grounds
The bidder and/or its subcontractor must have performed at least one contract similar to the subject of the tender within the last 60 months before the start of the procurement, related to the replacement of internal and external doors. A list of the main works contracts must be submitted, including their value, dates and the other contracting parties, using the form 'List of contracts'. If the bidder relies on a subcontractor, the subcontractor must be entered in the subcontractors table so that the contracting authority can also check the subcontractor's exclusion grounds. In addition, the bidder and/or its subcontractor must have qualified responsible persons for carrying out the works, including a chartered civil engineer at least level 6 or equivalent. A list of responsible persons and copies of documents proving their qualifications and competence must be submitted; a foreign bidder may submit equivalent documents issued under the laws of its country of establishment and later provide a confirmation from the Consumer Protection and Technical Regulatory Authority within one month after signing the contract.
