Compliance requirements
The machine-readable notice included the standard exclusion grounds, including criminal organisation, corruption and fraud. The bidder or its management, administrative or supervisory body members, authorised representatives or controllers must not have a final conviction for these offences within the last five years, unless the exclusion period has expired. The notice also mentions the possibility of self-cleaning and, where applicable, the need to provide evidence. The exact exclusion grounds and any additional confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have prior experience in manufacturing and selling a rescue vehicle used in rescue operations. Sufficient experience means at least 1 newly built rescue vehicle manufactured and sold within the 60 months before the start of the procurement. The rescue vehicle must have been delivered under a properly performed contract or transaction. The bidder confirms compliance in the ESPD, and the contracting authority will substantively verify the performance of the relevant contract or transaction for the successful bidder. No additional documents have to be submitted with the tender, but the authority may verify the information through the other party to the contract. To ensure after-sales service, the bidder or its partner must have the necessary technical capability, tools, equipment, locations and qualified staff in mainland Estonia. For the chassis, there must be a manufacturer-accepted or manufacturer-authorised service point in mainland Estonia for maintenance and repairs. For the superstructure and rescue equipment, there must be at least one service point in mainland Estonia or a mobile service point. If the service points are not the bidder’s own, the relevant legal entities must be involved as joint bidders or subcontractors and their ESPDs must be submitted. In the case of a joint tender, a power of attorney from the joint bidders must also be submitted. The tender must comply with all tender document requirements and remain valid for 3 calendar months from the tender submission deadline. The bidder must confirm that the tender is unconditional.
