Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, and terrorist offences. The bidder must also confirm that no exclusion ground applies to its management or control persons, representatives or other authorised persons. If an exclusion ground exists, the bidder may provide evidence of self-cleaning measures where allowed by law or by the tender documents. The machine-readable notice did not include any more specific exclusion grounds beyond these standard grounds; the official tender documents should be checked for full details.
Qualification criteria and exclusion grounds
The bidder must have the required registrations in the Economic Activities Register for design work and construction work related to an internal building water supply or sewerage system. For design work, the bidder must have a notice of economic activity under the activity area of design with the exact classification for an internal building water supply or sewerage system. For construction work, the bidder must have a notice of economic activity under the activity area of construction with the same exact classification. For electrical works, the bidder or its subcontractor must have the legal right to operate in the relevant field and the required registration or operating licence under applicable law. The bidder’s site manager responsible for water and sewerage pipeline construction must have at least the qualification of a certified water supply and sewerage engineer, level 7, or an equivalent qualification, with specialisation in building water supply and sewerage and competence in construction management. If the bidder relies on a subcontractor’s registration or rights, the subcontractor’s tender passport and consent to participate in the contract performance must be submitted. The offer price must be submitted on the cost schedule form and must be final, covering all costs related to contract performance. The bidder must also confirm that it has the legal authority or, where applicable, the subcontractor’s authority and competence for all required work types, including water supply and sewerage, the heat substation/hot water circuit, and electrical works. The tender documents also require confirmation of representation rights and, in the case of a joint tender, a power of attorney and a joint liability confirmation.
