Design and construction works for improving the energy efficiency of Lõpe Club

The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, the use of child labour or other forms of human trafficking, terrorist offences, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning, where permitted. In the subcontractor section, the bidder must confirm that it will not use a subcontractor that must be replaced under the Public Procurement Act.

The bidder must have properly performed at least two design-and-construction contracts in the last five years, each for the reconstruction of an existing building or for improving energy efficiency. The bidder’s team must also include an authorised architect with at least level 7 professional qualification, or an equivalent qualification, and the architect’s CV and declarations must be submitted. Only bidders who have visited the contract performance site and submit the certificate issued by the contracting authority may submit a bid. The bid price must be submitted in the required structure, and the bid must comply with all tender document requirements. Conditional bids are not allowed.
